A user starts a conversation on the enterprise, in-building unlicensed wireless radio network. During the conversation, they walk out of the building to the parking lot where signal strength of the licensed wireless operator exceeds the strength of the unlicensed enterprise system.

Here’s where it gets interesting …

— the IEEE 802.21 Working Group was formed to study the integration or co-existence of wireless Ethernet in unlicensed spectrum and licensed cellular networks. At around the same time, several wireless operators gathered to form the Unlicensed Mobile Access consortium to formulate a plan to address this gap.

Currently, there are gaps in the program, since UMA doesn’t fully support SIP. Hopefully, this can be rationalized and integrated, quickly.
