Enterprises organize departments of workers so that they align with the corporate objectives. For example, IT often reports to finance, because it's an operational cost, a corporate-wide tax of sorts (in some minds). In one leading network equipment manufacturing organization that I belonged to, the IT department reported to the Chief Marketing Officer so that feedback on new products (deployed first in the company network), and executive selling (CIO to CIO) could happen.
