For executives whose mobile bills are paid by their employer, it's not that all the calls are for mobile and all for company use. It's about the potential to receive a call on a mobile phone as shown below.

This is from a study I completed in the summer of 2006 involving 187 mobile professionals. This should be contrasted with the business calls for those whose mobile bills are NOT company-paid.

For respondents with company-paid mobile bills, approximately what percentage of your in or out-bound calls for business purposes are mobile?
